Evan is an experienced attorney in CFIUS matters as well as cybersecurity, data security, and regulatory compliance issues. Prior to joining Kabealo Law, he served in the Department of Justice as part of the Foreign Investment Review Section of the National Security Division. In that role, he oversaw a range of CFIUS and Team Telecom national security agreements as well as participated in numerous negotiations on similar agreements. In addition, he supported other data security initiatives involving the DOJ including Executive Order 14117 and the Protecting Americans from Foreign Adversary Controlled Applications Act (PAFACA).

Previously, Evan served as a Director at Good Harbor Security Risk Management, where he advised corporate executives and boards of directors on cyber risk management, helped prepare clients for cyber-related crises, and provided best practices guidance to other institutions. He was the editor and rapporteur of A Playbook for Cyber Events, a project of the American Bar Association’s Standing Committee on Law and National Security that serves as a guide for legal and cybersecurity professionals on the interplay of legal, operational and technical issues that arise when preparing for and responding to cyber incidents. Evan participated in the Global Governance Futures 2027 cohort in the Data Governance working group and was a Madison Policy Forum Military-Business Cybersecurity Fellow. Evan is a graduate of the George Washington University Law School and Elliott School of International Affairs.
